Do not deliver 40W. Overheating.
Poor Quality. Never reach 40w at all.Heat badly if you try to charge and use a notebook that consumes 30w.Try another one.

Lightweight charger for hard to reach plugs
I love this charger. It came with a USB-C to USB-C cable that provides high-quality power to my laptop (Acer Switch 5). I can also use this same charger for my Pixel 2, and the charger has 2 regular USB ports that are also usable while charging the laptop. The combined length of the power cable and the USB-C cable make this charger great when the nearest plug is behind furniture.
